before seminary road. it's on the shoulder, but causing a slight distraction. let's look at the geico camera. there's a brief delay in the hov lane at seminary road. newschopper 7 in the next report. back to you. >> our top story this morning, new developments from the deadly mass shooting in southeast washington. prosecutors have dropped charges against a 14-year-old once thought to be behind the wheel during a drive-by. police have arrested two more people and the third is still on the run. kathy park has more details from police headquarters. >> district officials took an extraordinary step identifying 14-year-old malik carter, they don't normally reveal names of juvenile suspects. but, according to d.c. attorney

general peter nickles, this had to be done to -- provide safety for the young man. >> there were circumstances at the time to arrest carter. but as the investigation progressed, there was significant development among the witnesses in terms of the interviews and what they were saying about what happened. >> police found the teenager in a nearby school moments after four suspects jumped out of the getaway van. but after looking closely at fingerprint evidence on thursday d.c. attorney general peter nickles publicly cleared carter's name. >> in a perfect world, we would never have mistakes. >> he said they are revealing the names so that there would not be retribution against him. the family members are confused. >> you had an eyewitness that

identified these kids. >> officials have arrested two more adults. 22-year-old robert bost and 22- year-old lamar williams facing multiple murder charges. a search warrant has been issued for third adult suspect. according to the police chief, the name of the suspect has not been released for safety reasons. kathy park reporting. >> thank you. prince george's county police are investigating a violent home invasion and abduction. it happened last night at home on atwood street in district heights. one or more armed men conducted a male resident in a black chrysler 300 and the victims still missing. another person sustained a head injury. >> new developments in the oil rig explosion. rescue crews are losing hope of finding the 11 missing workers alive.

but that's giving way to an environmental tragedy. the oil rig is underwater now and could potentially be leaking hundreds of thousands of gallons of crude oil into the gulf of mexico. mike is in a satellite center with more. >> good morning. they've been missing since the old brick exploded in flames in the gulf of mexico. authorities are turning their focus to containing the oil spill which could threaten the fragile ecosystem of the louisiana and mississippi coast. the deep water rise and burned two days before it sank yesterday morning. -- deep water horizon oil rig. it could be a disaster destroying byrd and fish habitats. steamboats are sucking up oily water from the service. the coast guard has not given up

the search for those missing. family members are holding out hope. most of the crew survived, jumping into lifeboats or into the gulf waters. 17 were taken to the hospital, four critical. if thif the wind changes, the ol could come ashore before the weekend. >> thank you. as a beloved d.c. middle school principal is laid to rest, investigators are deguzmauncovering new details. they're looking for a second vehicle that was seen near his home. developments coming up. but the senate prepares to vote on a financial reform bill. president obama has a message for wall street, there will be no more bailouts. >> the free-market was never meant to be a free license to take whatever you can get, however you can get it.

>> president obama cao did the bill as a way to protect taxpayers. republicans say it makes the government too intrusive. the senate will hold a test vote on the bill this coming monday. a new report says senior employees at the securities and exchange commission spent hours looking at pornography while there were supposed to be policing the financial system. the inspector general uncovered 33 violations over the past five years. 31 of those took place since the financial crisis began more than two years ago. the agency has not commented on the inspector general's report. >> president obama's healthcare overhaul will increase government costs instead of bringing them down. medicare cuts may be unrealistic and unsustainable. a new plan to tackle metro posing as a budget shortfall

>> we have a nice friday in store. not bad right now, around 54 much of our area. mainly 55 downtown. mid 40's in outlying areas. a storm system is off to our west in colorado right now. it will slowly push eastward. the action around the frontal boundary is will affect our weekend weather. the low pressure system will hang around through the weekend and into the early part of next week, giving us mainly gray skies with periods of rain and a few thunderstorms. partly cloudy today, high- temperature near 70.

this is good morning washington, on your side. >> in our top stories, prosecutors have dropped all charges against a 14-year-old boy accused in taking part in last month's mass shooting in southeast d.c. that left four dead. this came after the d.c. attorney general's office received evidence that clear to the teenager. police have made two more arrests in the case and are still looking for another suspect. crews are working to prevent a major environmental disaster afterburning oil rig sank. it could spill more than 300,000 gallons of oil a day into the gulf. the chances that 11 missing workers survived tuesday's explosion are slim. the coast guard is expected to call off the search today. former republican vice presidential candidate sarah palin will testify today of the trial of tennessee college student accused of hacking into her private e-mail accounts.

the 22-year-old david cornell faces several charges. an fbi agent yesterday testified on how he was able to piece together evidence from the young man's computer. >> we have details about funeral arrangements for civil rights pioneer darth the heights. she died tuesday at talha university hospital at the age of 98. her body will lie in repose on tuesday at the national council of negro women dorothy height building. thursday a funeral at the national cathedral. she will be buried afterwards at fort lincoln cemetery in maryland. police have uncovered new clues into the murder of d.c. school principal brian betts. detectives are searching for a second vehicle seen around the time they believe he was murdered. they believe this could lead them to his killer. now more. but it's not just two vehicles but at least two suspects. that is what montgomery county police said was likely involved in the murder of brian betts.

>> we believe he was alive at least up to 11:30 p.m. wednesday. this vehicle was seen near his home 45 minutes after that time. >> detectives say the vehicle was seen in this alley that runs between the exxon station on georgia avenue and his home in silver spring. on friday it is truck was found in southeast, an apparent theft police believe is related to the killing. >> i was shocked. i cannot believe someone would want to kill a gentleman like this man. its thousands of students, family members, and friends paid their respects to the beloved shaw middle school principal if, police are asking for help in answering that question. abc 7 news reporting. >> police are describing -- not describing the vehicle, but was seen around 12:15 last thursday morning. anyone with information is asked to call police. 6:15 on this friday morning.

we had a few showers overnight. that looks like a crabbing boat. that's a beautiful shot at chesapeake beach. it's 43 in manassas, 52 in the district. stephen city is 48. a pretty good day at a bus stop, partly cloudy, costs double for this time of year. temperatures in the mid 50's downtown. sunrise at 6:21. it's getting earlier and earlier. for the rest of the day it will be a mixture of sun and clouds. a pleasant day near 70 news at noon with the light northerly wind. there's an area of low pressure in the midsection of the country slowly pushing eastward. this effect will stick around for days. not just this weekend but into the early part of next week. this means manley gray skies tomorrow into sunday. a few light showers scattered off and on throughout the day saturday and may be thunderstorms on sunday.

a report this morning is expected to show sales of new homes rose last month, rebounding from record low levels in february. a separate report yesterday showed sales of existing homes rose more than expected in march, jumping 7%. first-time buyers accounted for half the sales, thanks to the government $8,000 tax credit. a couple of technology giants are offering more evidence the economy may have turned a corner. for earnings of microsoft and amazon's source last quarter. microsoft posted bottom line jumped 39%. the newest version of windows helped. but the company's stock fell in extended trading. amazon's earnings jumped as consumers started spending more. the first time their worldwide sales of electronics and other general merchandise if surpassed sales of books, movies, and other media. wrigley's gum is scrapping the foil wrappers.

charges against a 14-year-old suspect. he was not involved in the drive by. one man is still on the run. kathy park has the latest. >> good morning. authorities say they had the wrong person locked up ever since the march 30 shooting in southeast. they have dropped all 41 charges against 14-year-old malik carter. originally, investigators believed the teenager was linked to the crime after police found him in a nearby school moments after four suspects jumped out of the getaway van. after looking more closely at a fingerprint evidence, d.c. attorney general peter nickles cleared carter, saying that he was not involved in the drive-by shooting. he made the announcement also to protect the teenager from any sort of retribution. we learned that two additional arrests have been made. 22-year-old robert bost and 22- year-old lamar williams are facing multiple murder charges.

a search warrant has been issued for a third suspect. and fourth onemany familiy memby they are thrown off by these latest events. kathy park reporting. >> investigators are looking for suspects in a violent home invasion and the ducks and in district heights around 10:00 last night an apartment on atwood street. one or more armed men entered the apartment and abducted mann. they got away a black chrysler 300. the man remains missing. for another person in the home sustained a head injury during the incident. >> we are tracking the latest developments from the gulf coast. eleven workers are still missing after the massive oil rig explosion. now there are fears of a catastrophic environmental impact. it is completely submerged and hundreds of thousands of gallons of oil could be leaking into the

water. mike is in the satellite center with more. >> executives with british petroleum, which leases the oil rig, say they are doing everything they can to contain an oil spill. in recent years they've made safety and operational methods a priority after a deadly texas refinery accident and an oil spill in alaska. meanwhile the family of one of the missing workers became the first to sue the owners, alleging negligence. the oil rig burned more than 24 hours before sinking below the surface of the gulf of mexico. the families of the 11 missing crew members hope their rescue will happen. >> they may not have been able to evacuate. >> officials believe damage from the fire and explosion in addition to the weight of the water used to put out the flames sent the oil rig under. a sheen of oil surrounded the drilling rig even before it sank. >> we cannot say much at this

time. >> about 100 workers jumped into lifeboats or the gulf waters. as for the rescue mission, time is running out, but hope is not. >> just come home. that's all we want. >> more than 300,000 gallons of crude oil a day might be coming from the site. it also carried 700,000 gallons of diesel fuel. it's 42 miles off the coast. experts predict it could take four to five days to reach the coast line. >> thank you. the senate will hold a test vote on the financial reform bill early next week. senate majority leader harry reid has killed a vote for monday. he is not waiting for the result of a bipartisan negotiation. this comes as president obama urged wall street off to join the effort instead of fighting it. the new regulations will help

this is a reminder of what a big job the president has to sell health care reform before november. starting on may 1, a longtime democratic operative will be coming back to the white house to set up a plan across several agencies to sell health care, to help people know how to access benefits. >> this is troubling. this is the administrativon's on office. why did not find this out before the vote? >> actuaries went to work on the bill. we did know that the president's goal of controlling costs fell by the wayside for the other goal of increasing access. what the administration will tell you is they still think they're going to achieve more savings than they're getting credit for. and something that is true is held care costs were going up
